It seems that you may have asked the wrong question on information, however. As a CDD and community-based health practioner it strikes me as entirely intuitive that community action without information on what to act on, or around which to coordinate actions with service providers, would be ineffective. In my view it would have been more useful to answer the following two questions. First, what participatory approaches are effective and under what conditions in resource constrained environments in which collective action imposes a substantial cost on the poor? Second, through what mechanism does community monitoring of frontline service providers lead to changes in service provider behavior?

Is this really do to purely local efforts or is there not some change higher up in the health service delivery chain that is motivating provider behavior?

I disagree with your first point. The participation intervention was develop in close collaboration with social development experts, including some from the World Bank.

Our understanding is that CDD programs aimed at strengthening accountability relationships of providers, public officials, or elected officials, seldom or never start of the process by providing quantitative and hard to refute information on the provider's or official's performance. This we think is a crucial constraint that usually is not properly addressed. As we also discuss in the paper, looking at other interventions on community empowerment that have been robustly evaluated, the ones that do not seem to have much effect also do not really address the lack of information on performance.

Your research seems to hint at the nature of joint actions that were agreed? Working for a World Free of Poverty. The widespread problem of poor public service delivery in developing countries has in the last decade led to increased attention to evaluate and experiment with different approaches to improve public services provision. Power to the People One suggested method to fight the poor performance public service delivery is inspired by the Community Driven Development CDD approach.

It emphasizes participation by the communities served by public services. The approach seeks to enhance beneficiary involvement as a way of strengthening demand-responsiveness and local accountability. These CDD projects have become increasingly popular and the World Bank alone spent about 85 billion USD over the last decade on these types of projects.

However, few of the experiences have been rigorously evaluated and the results of those impact evaluations have been mixed. One rigorous evaluation of such project, however, took place in the primary health care sector in Uganda.
